The Developing Eight (D-8) organization has identified innovation and technology as critical pillars for development through inter-state cooperation among its member nations. Since its inception via the 1997 Istanbul Declaration in Turkiye, the group has implemented various strategic measures to reinforce partnerships in these sectors.
A primary outcome of this collaboration is the D-8 Technology Transfer & Exchange Network (TTEN). The network serves as a platform to facilitate the exchange of technology, knowledge, and industrial expertise. It aims to accelerate innovation and technology commercialization while enhancing collective economic competitiveness through partnerships involving governments, universities, and industries.
In addition to digital systems like TTEN, the D-8 has focused on practical innovations to improve public welfare. In 2017, Nigeria presented several healthcare advancements to the bloc, including gastric ulcer treatments, snake antivenom derived from plant seed proteins, and developments in typhoid vaccine production.
Indonesia has also played a significant role in advocating for technological initiatives within the group. During the global pandemic in 2021, the Indonesian government urged D-8 leaders to oppose vaccine inequality. "Indonesia calls on the leaders of D-8 countries to reject vaccine nationalism and support more accessible vaccines without restrictions on production and distribution," the official statement said at the time.
The push for technological advancement intensified in 2021 as Indonesia emphasized the digital economy. Former President Joko Widodo highlighted the necessity for member states to adapt to emerging sectors. "The development of artificial intelligence, computing power, big data, and data analytics has given birth to new breakthroughs," he stated, describing these fields as the economy of the future.
The bloc's focus on these sectors originated from the 4th Working Group on Industrial Cooperation (WGIC) held in Bali in November 2008, which established technology cooperation as a main pillar for industrial strengthening. This framework was later solidified during a 2010 meeting in Tehran, Iran, where the Terms of Reference for the Technology Cooperation Task Force were officially approved.
Under this established framework, D-8 member states are committed to developing joint industrial research projects. These initiatives are designed to boost national development in each country through the exchange of expertise and the collective provision of necessary resources.
The task force remains responsible for the regular evaluation and supervision of all ongoing cooperative projects. Progress reports are submitted routinely to the industry ministers of member states during official D-8 meetings to ensure sustained advancement. The D-8 Technology Cooperation Task Force continues to seek solutions for contemporary challenges to improve the welfare of citizens across all member nations.
